Ultimately, effective digital governance is not achieved through excessive surveillance or complete technological autonomy. It requires collaborative regulation in which governments, technology companies, cybersecurity experts, and civil society work together to create a digital ecosystem that protects both constitutional freedoms and public interests.

Beyond the Privacy – Security Dichotomy

Rather, it enhances users’ control over their personal information while preserving investigative mechanisms where legally required.

A more sustainable approach would therefore focus on preventing the misuse of technology rather than restricting the technology itself. Strengthening verification procedures, improving fraud detection systems, and enhancing digital literacy are likely to produce more effective outcomes than delaying privacy-oriented innovations. In a constitutional democracy, regulation should encourage responsible technological development while ensuring that restrictions remain evidence-based, transparent, and narrowly tailored to legitimate public objectives.

The proposed introduction of WhatsApp usernames has emerged as an important test of India’s approach to digital governance.
