The Apex Court has held that the State governments often seek to enrich themselves through the process of condoning, regularization or ratifying building violations or illegal constructions. The court noted that the state governments are not aware of the fact that the gain they would make by condoning these violations was insignificant to the long term damages caused to orderly urban development and environment.
